For more than two years, these regions have been plagued by inter\nand intra-community conflicts, terrorism &#8230;<br\/>\n<\/strong><br\/>\nDuring the Council of Ministers which he presided on Friday, January 5, the\nPresident of Mali, Ibrahim Boubacar Keita, addressed his ministers with\ninstructions on several sectors. <em>\u201cThe\nsecurity situation in the central regions remains a major challenge for which\nadequate responses are expected by the populations\u201d<\/em>, said President Ke\u00efta,\nwho asked the government to accelerate<em> \u201cwithout\ndelay the effective operationalization of the Integrated Regional Security Plan\nof the Center (PSIRC)\u201d.<br\/>\n<\/em><br\/>\nThis plan, adopted in February 2017, defined security, development, governance\nand communication measures to address the growing insecurity. But the security\nenvironment has continued to deteriorate in the central regions, where the men\nof the jihadist Hamadoun Koufa sow terror. The worrying escalation of terrorist attacks\nin early November, during a visit by a government delegation led by Prime\nMinister Abdoulaye Idrissa Ma\u00efga to <em>\u201ccomfort\nthe terrorized population\u201d<\/em> testifies this. <br\/>\n<br\/>\n<strong>\u201c500 closed schools half of which are in\nthe center\u201d<br\/>\n<\/strong><br\/>\nFor President Ke\u00efta, it is the responsibility of the Malian government &#8220;<em>to guarantee the return of tranquility in\nthis part of the country to allow the effective return of the administration,\nallow children to go to school in all peace and people to go about their\nbusiness with serenity&#8221;<\/em>. In a report, the UN Office for the\nCoordination of Humanitarian Affairs said that by the end of 2016-17, about 500\nschools were closed in Mali, half\nof them in central regions.<br\/>\n<br\/>\nA situation that would be related to the climate of insecurity, \u201cbut also to the hostility of\nterrorist armed groups vis-\u00e0-vis the so-called \u201cformal educational offer\u201d\naccording to the Institute for Security Studies (ISS), which in an analysis\npublished in October 2017 on the situation of schools in the center, said that <em>\u201cthe importance for the Malian government to\nregain control is no longer to be demonstrated, because there is a need for the\nState in the center of Mali. This is a prerequisite for stability, which in\nturn is crucial for the proper functioning of schools\u201d.<\/em> <br\/>\n<br\/>\nBeyond that, the 2016 communal elections could not be held in several\nlocalities of the center, because of the growing insecurity. The government\nplans to organize partial communal elections in April 2018, while according to\nmany observers, the same reasons that prevailed at the last postponement still\nremain.<br\/>\n<br\/>\n<strong>\u201cInclusive political dialogue\u201d<br\/>\n<\/strong><br\/>\nFaced with this precarious security situation in these regions, where the\nheadquarters of the new G5 Sahel joint force (in Sevare) is based, the\npresident said that an <em>\u201cinclusive\npolitical dialogue must be conducted without delay\u201d<\/em>. He also pointed out\nthe need to focus on the implementation of the Peace and Reconciliation\nAgreement, the fight against terrorism, the implementation of the Military\nOrientation and Programming Law (LOPM) and the Security Orientation and\nProgramming Law (LOPS) to, mainly, <em>\u201ccontribute\nto strengthening the national and international structures and mechanisms put\nin place, including the G5 Sahel &#8230;\u201d<br\/>\n<br\/>\n<\/em>Since 2015, the security situation has deteriorated considerably in the\ncentral regions. The dignitaries, threatened, fled at the same time as the\nlocal elected officials and the State agents.
